California is experiencing one of the driest years on record. In January 2014, Governor Edmund G. Brown Jr. declared a drought state of emergency and asked every Californian to reduce water use 20 percent.

State agencies, led by the California Department of General Services, are implementing water reduction plans for all state facilities.
