The DGS Procurement Division is proud to announce a new one-stop hub for submitting non-competitively bid justifications and obtaining approval.

The Non-Competitively Bid (NCB) portal allows for electronic submission of NCB Justification Requests and supporting documentation to their respective approving agency (DGS or California Department of Technology) based upon the acquisition type.

The NCB Portal, which was envisioned and designed by DGS Procurement Division staff, provides increased transparency, real-time data, tracking of requests and a single repository of information related to NCB justifications.

Benefits of utilizing the NCB Portal include:

  • Ability to track NCBs in real time and obtain status of a particular NCB
  • Reduction in processing time
  • Electronic approvals
  • Increased transparency
  • Reduction in physical document storage and paper usage

The rollout for the NCB Portal began on October 1, 2018, and will conclude by the end of May 2019. As of February 28, 2019, nearly 100 departments have been on-boarded on the functionality of the NCB Portal. Additionally, DGS has reviewed 71 NCBs submitted through the NCB Portal ranging from $15,000 up to $350 million.

The sunset date to submit a hard copy NCB will be June 30, 2019. After this date, all NCBs will be submitted electronically through the NCB Portal. DGS anticipates incorporating the Limit to Brand & Trade Name Statement and Special Category NCB Requests before the end of this calendar year.
